New Hartford moves forward with police chief search

The town is moving forward in its search for a new police chief to replace retired chief Raymond Philo.

Already, the town has received 13 applications for the job, and of those, 8 have been approved by Oneida County’s Personnel Department, Town Supervisor Patrick Tyksinski said.

The county oversees civil service issues for all towns and villages within its borders.

“We are going to bring it to the Town Board,” Tyksinski said. “We will discuss how to proceed on this.”

He said he would likely start calling people in for interviews within the next two weeks.

Timothy O’Neill, who is currently serving as acting police chief, had not yet filed an application, Tyksinski said.

O’Neill could not be reached Monday to see if he planned to apply.

Tyksinski declined to immediately give the names of the applicants, and said he would consult with Town Attorney Herbert Cully to determine whether to do so.

The Observer-Dispatch has filed a Freedom of information request for the applications.

Philo officially retired March 13. O’Neill was tapped to become acting chief upon Philo’s departure, however, by law that position can only last 90 days.

Next, the town must appoint a provisional chief to serve until the proper civil service exam can be held. That won’t be until March 2011.

The town may appoint O’Neill as provisional chief, or appoint someone else. The chosen person could be the same person who served as provisional chief or someone else, officials have said.
